This series consists of the keynote address to the Australian Counter Disaster College Course 855 delivered by Mr Ray McHenry, who was appointed as Director of Emergency Services, during the aftermath of Cyclone Tracy under the Cyclone Disaster Emergency Ordinance. The address has been recorded onto two videocassettes - cassette 1 being the formal lecture and cassette 2 recording the questions and answers.
